In public spaces and roads, it is the responsibility of the council. On private land, the responsibility of the land owner. In both cases the police can be involved.
Industrial fly tipping in certain cases on public or private land will be the responsibility of the Environment agency.

The Thames Valley Police and Crime Commissioner Matthew Barber, like many others, has pledged to help catch fly-tippers. However, between local councils and the police there are over 450 responsible organisations in the UK, all of whom will have come up with their own ways of dealing with fly tipping.

2) When you see fly tipping, take a picture of it using the app and press REPORT

The App allows you to report suspicious vehicles and check that they are licensed to be on the road.
